In most any system, loads are not created equally.  Whether due to special account privileges, special service requirements of a given load, or escalated permissions due to a higher priced service option, loads are associated with unique service delivery levels.  Software Defined Anything (SDx) systems must optimize performance and manage general policy enforcement, while simultaneously delivering per-load service levels.  Overlaying these requirements, the SDx management system must also evaluate cost implications of the various options which it is considering.
